Financial Impact:

The requested action of reclassifying the current Public Safety Vehicle & Equipment Mechanic I to a Public Safety Vehicle & Equipment Mechanic III - Sheriff results in an annual increase of approximately $9,693.24. Costs will be fully funded by the CCP Fund. Therefore, there is no impact to the General Fund nor the Public Safety Fund.

The requested action of adding a Public Safety Vehicle & Equipment Mechanic I (Limited Term) results in an annual increase of approximately $73,025.19 - $83,822.72. Costs will be fully funded by the CCP Fund for the term of the position. Therefore, there is no impact to the General Fund nor the Public Safety Fund.

Background Information:

The Sheriff’s Office AB-109 Auto Shop opened in 2012. Since then, the Department has continued to grow and expand the shop’s services. This includes servicing the Department’s own fleet, as well as providing contract services to numerous law enforcement agencies for service/repair and upfitting of emergency equipment. The Sheriff also plans to expand the re-entry training program to incorporate clients from CDC Parole and Project Restore. Approval of the requested actions would be instrumental in facilitating this expanded re-entry/rehabilitation program.  The CCP Board has approved funding for the requested actions.

The Sheriff is requesting to add a new classification of Public Safety Vehicle & Equipment Mechanic III - Sheriff. The desired function of the new classification is to provide technical work direction and leadership to subordinate Sheriff’s Office Auto Shop employees as well as AB-109 work release inmates, as assigned. This position would also be responsible for performing the more difficult, technical and complex equipment repairs and maintenance tasks. The proposed classification would require 4 years of experience in automotive, heavy equipment and/or emergency equipment maintenance and repair, preferably with lead-level experience.

The recommended salary placement for the Public Safety Vehicle & Equipment Mechanic III - Sheriff is Joint Council Range 27. This placement is 5% above the Public Safety Vehicle & Equipment Mechanic II and is consistent with the internal salary relationships for similar positions at this level.

Should the classification be approved, the Sheriff requests to amend the Position Allocation List (PAL) by deleting one (1.0 FTE) Public Safety Vehicle & Equipment Mechanic I and adding one (1.0 FTE) Public Safety Vehicle & Equipment Mechanic III - Sheriff allocation. This would result in a reclassification of the current Public Safety Vehicle & Equipment Mechanic I incumbent. The incumbent is currently performing duties at a higher level and meets the minimum qualifications of the Public Safety Vehicle & Equipment Mechanic III - Sheriff.

Due to the growing demand for services combined with an influx of new fleet vehicles, the Sheriff is requesting to amend the PAL, by adding a limited term Public Safety Vehicle & Equipment Mechanic I allocation with a sunset date of 3/1/26 to help offset the workload. Prior to the sunset date, the CCP Board will reevaluate the necessity of the position. Should the CCP Board approve further funding, the department may request to extend the sunset date.

The Joint Council bargaining unit was provided written notice of the proposed action and is in agreement on this matter.
