Financial Impact:

The financial impact is $242,289.38.

The Construction (CON) phase of the project is funded by a combination of Federal and State funds comprised of STIP and HBP. This project contract is budgeted in Road Fund - Professional and Special Services #3011-53230. There is no impact to the General Fund. The Board awarded the contract for the Evergreen Road Bridge Replacement Project, Federal Project No. BRLOZB 5908(025), County Project No 316581 to JF Shea Inc. as the low responsive bidder in the amount of $13,958,457 on December 13, 2022 (Road Agreement #2022-23). A contingency, in the amount of $1,827,912 was budgeted to the construction contract to address Contract Change Orders and is reimbursable through the project funding.

The remaining contingency balance, including these Change Orders, and anticipated Change Orders, is $459,744.03

Background Information:

These changes are necessary to address various unforeseen field conditions and other contract changes that are beneficial to the project.

Change Order No. 13 Supplement No. 1 provides compensation to the Contractor for rental and removal costs of sheet piling installed under Change Order No. 13.  The sheet piling was installed to divert unforeseen ground water around the Abutment No. 4 substructure and heavy equipment creek access areas. The diversion was required until construction activities in the creek were complete. The method of payment for the work is extra work at force account.

Change Order No. 23 provides for changes made to the drainage inlets at Drainage System No. 1 in proximity to the Anderson Cottonwood Irrigation District (A.C.I.D.) bridge. These changes improved the maintenance access to the A.C.I.D. bridge and canal. The method of payment for the work is a combination of item adjustment and extra work at force account.

Change Order No. 26 provides for traffic control and changes made to the alignment of Ditch “D2”.  PG&E poles were determined to be in conflict with roadside ditch, Ditch “D2”.  The realignment affected approximately 166 feet of previously constructed ditch in order to meet design standards and maintain a minimum slope to drain.  The method of payment for the work is extra work at the agreed lump sum price.

Change Order No. 29 provides for the construction of additional barrier posts in the Type 85 Concrete Barrier bridge railing to match the spacing of the tubular bicycle railing installed on the bridge rail. The standard Type 85 bridge railing post spacing is 10’-0”, while the standard tubular bicycle railing post spacing is 6’-7”. This discrepancy was resolved by changing the Type 85 bridge railing post spacing to match the tubular bicycle railing post spacing. The method of payment for the work is extra work at the agreed lump sum price.

Change Order No. 30 provides for the installation of drainage culverts at Driveways 3 and 4, and modification of Ditch “D14”. Due to lack of adequate slope in the location near the driveways, the original plans did not provide drainage to a roadway ditch in the area of the driveways.  These changes provide culverts and a ditch grade to minimize ponding in the area of the driveways. The method of payment for the work is extra work at the agreed lump sum price.

Change Order No. 31 provides for the installation of 12-inch Corrugated Steel Pipe (CSP) down drains, on the bridge embankment slopes, in lieu of the originally planned Hot Mix Asphalt (HMA) overside drains.  This change is to reduce future maintenance and replacement costs associated with HMA overside drains.  The method of payment for the work is a combination of extra work at the agreed lump sum price and a decrease in contract item contract unit price.

Change Order No. 34 provides for the placement of additional traffic striping at the intersection of Evergreen Road and Bowman Road.  Prior to bidding, the original plan set included improvements to Bowman Road in the vicinity of the intersection. Due to funding constraints, the work on Bowman Road was eliminated from the project and the related Pavement Delineation and Sign Plan sheets were deleted from the contract documents. This change order restores the delineation necessary at the intersection. The method of payment for the work is extra work at force account.
