b) BID WAIVER:
1) Request to adopt the finding that LensLock Inc, owner and manufacturer of all-inclusive mobile video solutions and evidence management software is the sole source provider of SaaS based video services in a single offering
2) Request to find it in the best interest of the County to waive the formal bid process for the lease of additional body-worn cameras based on the finding
c) AGREEMENT - Request approval and authorization for the Sheriff to sign the Agreement with LensLock Inc for the lease of 15 additional body-worn cameras in the amount not to exceed $80,544.40, effective upon date of signing and terminate 60 months thereafter

Financial Impact:
AB443 funds, held in 106-301163, will be used to lease the additional body-worn cameras. The Small, Rural, and Tribal Law Enforcement Agency Body-Worn Camera (SRT BWC) Program Grant through the Bureau of Justice Assistance (BJA) will reimburse the Sheriff’s Office up to $2,000 per camera with an equal County match. With this purchase of 15 body-worn cameras the Sheriff’s Office will be reimbursed in an amount not to exceed $30,000.
Background Information:
On May 14, 2024, the Board of Supervisors approved the lease of 60 body-worn cameras with LensLock for the Sheriff’s Office. This is for an additional 15 cameras through the same vendor. The Bureau of Justice Assistance (BJA) seeks applications for funding law enforcement agencies, prosecutors' offices, and correctional agencies performing law enforcement functions to purchase or lease body-worn cameras (BWC) to establish or expand comprehensive BWC programs with a specific and demonstrated plan to implement this technology to maximize the benefits of BWCs.
Allowing the lease of 15 additional BWC, the Sheriff's Office can improve the management, sharing, and integration of digital evidence generated from BWC; optimize how prosecutors leverage BWC footage to improve operations' and use BWC footage to enhance officer training and constitutional policing practices.
The Sheriff’s Office recently completed an integration with Sun Ridge Systems, INC, that has allowed our deputies to get computer aided dispatch information pulled into their digital evidence storage system. This integration between our Law Enforcement Records Management System (RIMS) and LensLock has allowed data to populate for our deputies, including case numbers, incident times, incident numbers, and other data. It has streamlined the information data entry into the system for our deputies, thus saving time and money for all involved.
The transfer and bid waiver requests are to facilitate the lease of 15 additional body-worn cameras.
