recommendation
a) Discussion regarding compensation for Tehama County Elected Officials (Sheriff-Coroner, Auditor-Controller, District Attorney, Treasure-Tax Collector, Assessor, Clerk & Recorder) and provide direction to staff regarding the following options:
1) Implement a 5.5% salary increase effective immediately
2) Implement a 2.75% salary increase effective immediately followed by an additional 2.75% salary increase effective July 1, 2027
3) Align the Tehama County Elected Officials with the Tehama County Management Employees Association (TCMEA), or other applicable bargaining unit, for future compensation with no immediate salary increase
body
Financial Impact:
The fiscal impact will depend upon the salary adjustment and benefit provisions ultimately directed by the Board of Supervisors. Staff can return with the specific fiscal impact as part of any subsequent action implementing the Board of Supervisors’ direction. For context, a 5.5% salary increase for the six Tehama County Elected Officials is approximately $63,133.62 in additional annual salary.
Background Information:
The Board of Supervisors establishes compensation for Tehama County Elected Officials in accordance with applicable law. Staff is requesting Board of Supervisor discussion and direction regarding whether the current compensation structure for Tehama County Elected Officials should be adjusted and whether a more standardized approach should be established for future compensation and benefit changes.
One option for consideration is to align Tehama County Elected Officials with the memorandum of understanding between the County of Tehama and the Tehama County Management Employees Association (TCMEA), or other applicable bargaining unit, for purposes of applicable salary adjustments. Under this approach, when the Board approves negotiated salary increases or changes for the TCMEA bargaining unit, corresponding adjustments could be made for Tehama County Elected Officials, subject to any legal requirements or limitations applicable to elected officers.
Establishing this framework may provide greater consistency and predictability in how compensation adjustments are addressed and reduce the need to separately evaluate Tehama County Elected Official compensation each time changes are made to subordinate staff. Staff is seeking Board of Supervisors’ direction regarding whether to proceed with an adjustment to Tehama County Elected Official salaries and whether to develop an ordinance or other appropriate action establishing alignment with TCMEA for future compensation adjustments.
