a) AGREEMENT- Request approval and authorization for the Executive Director to sign Amendment No. 3 to the agreement with Crestwood Behavioral Health, Inc. (Misc. Agreement #2022-238, as amended by Misc. Agreement #2023-48 and Misc. Agreement #2024-060) for the purpose of providing community mental health services to certain residents of Tehama County, thereby increasing the maximum compensation amount to $3,600,000 (Subject to receipt of required insurance documentation)

Financial Impact:
The amendment increases the maximum compensation allowable under the agreement by $184,000 per fiscal year, within budget unit 40131, Mental Health. Costs of services will be paid for with Mental Health Realignment Funds and/or Mental Health Services Act dollars allocated for medically necessary services. This does not impact the general fund.
Background Information:
On August 2, 2022, the Board of Supervisors approved the renewal agreement with Crestwood Behavioral Health, Inc (Misc. Agree #2022-238) for a three-year contract term. On March 14, 2023 and August 20, 2024, the Board of Supervisors approved Amendments #1 and #2 (Misc. Agree. #2023-48 / Misc. Agree. #2024-060) to increase the fiscal years rates. The Department has calculated that there has been increased need for the vendor’s services and along with the previous rate increases, has determined that the compensation amount should be adjusted to cover necessary services. This Amendment No. 3 will increase the allowable compensation amount by $184,000 per fiscal year to ensure required services are covered. Placement is difficult for clients who need long term residential mental health services. The approval of this amendment will allow for the continued use of appropriate level facilities by Tehama County Mental Health clients. There continues to be a need for multiple long-term clients to be placed in Crestwood Behavioral Health facilities.
If this amendment is not approved, clients who could be served at these facilities would not be able to be placed there and the Department would need to find another comparable facility to place clients. This could result in clients being placed at further distances and cause a disruption and delays for much needed services.
