body
Financial Impact:
If approved, the candidate will be utilized in an extra help capacity (not to exceed 960 hours per fiscal year) and paid an hourly wage of $27.31. At this time, there is sufficient funding in the Department's budget to cover costs associated with this request.
Background Information:
Government Code section 7522.56(f)(1) states a retired person shall not be eligible to be employed pursuant to this section for a period of 180 days following the date of retirement except under certain exceptions if conditions are met. One of the exceptions is if there is a need to fill a critically necessary position and where the employee has specialized skills and knowledge for the position. In such a circumstance, the employer must certify, by resolution, the nature of the employment and the appointment is necessary to fill a critically needed position before 180 days have passed. Furthermore, the appointment must be approved by the governing body of the employer in a public meeting.
The candidate has twenty (20) years of experience with the Tehama County Assessor’s Office. In that time, the candidate was responsible for a myriad of public services and essential functions within the Assessor’s business property section. The purpose of this assignment would be to train staff in processing property statements, as well as completing assessment roll maintenance and corrections, within the property tax computer system in order to meet the mandated roll completion timeframe of July 1st. This waiver is essential in providing the continued oversight within the business property section and allow the office to meet the mandated timeframes. The candidate is highly experienced and able to follow through, train, and assist immediately. If approved, the incumbent will be utilized to process statements and update the Department’s systems, while training the next generation of employee(s). For these reasons, the Department is requesting a waiver of the 180-day waiting period for the candidate to return to duty as an extra help retired annuitant.
Approval is requested for the proposed resolution to waive the 180-day wait period to appoint the candidate as a retired annuitant extra-help employee beginning January 28, 2025.
Should the 180-wait period be waived, the Department requests to appoint the candidate at Other Than A Step as Senior Assessment Clerk, Step E. With 20 years of experience in the Assessor’s Office, the candidate’s knowledge and experience exceeds entry-level appointment. The Personnel Office has reviewed the candidate's education and experience and is in agreement with Other Than A Step placement.
