body

Financial Impact:

The total salary, benefits, and rollup costs for adding one (1.00 FTE) Superintendent position and reclassifying a Supervising Juvenile Detention Facility Counselor to Deputy Probation Officer III is $250,121.44. The annual total cost savings for holding vacant two (2.00 FTE) Juvenile Detention Facility Counselors and reclassifying a Supervising Juvenile Detention Facility Counselor is $273,317.39. This results in an annual savings of approximately $23,195.95. These positions are funded out of revenues and state funding allocations from SB 823.

Background Information:

The Tehama County Probation Department has requested to add one (1.00 FTE) Juvenile Detention Facility Superintendent (Limited Term) to their Position Allocation List (PAL), with a sunset date of 3/1/2025. The Department also requests to make revisions to the classification specification for the Juvenile Detention Facility Superintendent. Additionally, the Department is requesting a PAL allocation change which includes removing one (1.00 FTE) vacant Supervising Detention Facility Counselor allocation and adding one (1.00 FTE) Deputy Probation Officer III allocation.

In 2015, the Juvenile Detention Facility (JDF) Superintendent position was removed from the PAL and replaced with a Deputy Chief Probation Officer who was assigned exclusively to the JDF. In 2019, this Deputy Chief Probation Officer position was eliminated, and the Deputy Chief Probation Officer assigned to Juvenile Field Services gained responsibility of managing the JDF as well. In 2021, with the implementation of Senate Bill 823 (SB823) and the Secured Youth Track Program (SYTP), the liability significantly increased due to additional responsibilities attached to being a regional hub for five (5) outside counties. In addition, the Board of State and Community Corrections inspections are now annual as well as random inspections. Having an in-house Superintendent overseeing the facility, staffing and programs is pertinent to moving forward and keeping up with the administrative duties, which have since doubled in regard to state requirements and funding. In addition, the Probation Department is severely short staffed in Administration as duties have now fallen on the Chief Probation Officer and current Deputy Chief Probation Officer until positions can be filled.

The requested changes to the classification specification for Juvenile Detention Facility Superintendent include revisions to reflect current reports-to titles referenced within the Supervision Received and Exercised section. In addition, revisions were made to the Class Characteristics, Essential Functions, Qualifications, and License and Special Requirements sections to more accurately reflect the duties of the position.

In summary, the Department is highly concerned about the JDF and feels that it needs an administrator for direct oversight of day-to-day operations in the hall, as well as oversight to comply with SB823 random inspection requirements. The Department is hopeful that this will be a promotional opportunity for a current employee of the department and plans to un-fund two (2.00 FTE) Juvenile Detention Facility Counselor I positions to pay for this added allocation.

In addition to adding a JDF Superintendent position, the Department also requests to remove one (1.00 FTE) vacant Supervising Juvenile Detention Facility Counselor allocation and add one (1.00 FTE) Deputy Probation Officer III allocation to the PAL.

The reason for the change is due to the requirement of the Board of State and Community Corrections (BSCC) that all youth detained longer than 30 days now have a case plan implemented, which includes risk/needs assessments and services and working with their jurisdictional counties in coordinating services, as well as, meeting regularly with Deputy Probation Officers and families with the goal of an effective transitional plan upon release back into the community.

Initially a Supervising Detention Facility Counselor was added to the PAL and has been vacant since September 2023. The duties listed above fall within the scope of a Deputy Probation Officer III classification, therefore the Department requests to change the allocation to a Deputy Probation Officer III to focus heavily on case intervention and preparing reports for court hearings.

If approved, this position would be funded with SB823 funds moving forward. Funding for this position would be covered partially by the Supervising Detention Facility Counselor allocation position, and by the two (2.00 FTE) vacant Juvenile Detention Facility Counselor I positions.

The Tehama County Peace Officer’s Association (POA) and The Tehama County Law Enforcement Management Association (LEMA) have been advised of the proposed changes and an agreement has been reached.
