Financial Impact:
Exchange of $1,836,965.00 in CMAQ funding to be returned to TCTC in the next federal fiscal year for dedication to the North State Intercity Bus Project.
Background Information:
The Tehama County Transportation Commission (TCTC) currently holds Congestion Mitigation and Air Quality (CMAQ) apportionment that is at risk of lapse under the provisions of Assembly Bill 1012 (Timely Use of Funds). To preserve the region’s federal funding, TCTC proposes a one-time exchange of CMAQ funds to the Metropolitan Transportation Commission (MTC).
MTC has projects that are construction-ready and eligible for CMAQ, and will utilize TCTC’s apportionment in the current federal fiscal year. In return, MTC will transfer an equal amount of CMAQ funds back to TCTC on October first of the next federal fiscal year. This exchange ensures that TCTC retains access to its full CMAQ apportionment without risk of loss due to funding lapse.
TCTC has engaged in similar CMAQ exchanges with MTC in the past, notably in 2016, 2019, and 2021, to successfully consolidate funds for major transportation projects including the 99W corridor. These transactions were made in accordance with Caltrans and Federal Highway Administration policies on Obligation Authority Management and are formalized through Letters of Understanding to be signed by both parties.
This year’s exchange will support future investment in the North State Intercity Bus Project, which spans the Tehama region and supports regional transit connectivity.
