Background Information:
In November 2004, voters in the State of California passed Proposition 63, the Mental Health Services Act (MHSA), which was designed to expand and transform California’s County Mental Health Services System. The MHSA is funded by imposing an additional one percent tax on an individual’s taxable income in excess of one million dollars.
MHSA guidelines require that the report have a 30-day public review period followed by a public hearing. The Mental Health Services Act (MHSA) Three-Year Program and Expenditure Plan Revision, Fiscal Year (FY) 2023-2026, Annual Update (AU) Revision, FY 2024-2025, Annual Update, FY 2025-2026, Three-Year Prevention & Early Intervention (PEI) Evaluation Report, FY 2021-2024, and Annual Innovation (INN) Report, FY 2023-2024 were posted for a 30-day public review and comment period from 7/22/2025 - 8/20/2025. The Tehama County Mental Health Board held a public hearing for review of the Three-Year Plan on 8/20/2025 and are recommending that the Board of Supervisors approve the plan as presented today.
If the Board does not approve the MHSA plan and annual update, TCHSA would be in violation of regulatory requirements and would lose MHSA funding.
