Background Information:

 

The Social Services Transportation Advisory Council (SSTAC) is established pursuant to the Transportation Development Act (TDA), as set forth in Public Utilities Code Section 99238. The SSTAC provides input to the transportation planning agency regarding the transportation needs of transit-dependent and transit-disadvantaged persons, including seniors, individuals with disabilities, and persons of limited means.

 

Under the TDA, SSTAC membership is intended to include broad representation from potential transit users, social service providers, and transportation service providers. Required membership categories include the following:

 

                     One representative of potential transit users who is 60 years of age or older.

                     One representative of potential transit users who is disabled.

                     Two representatives of local social service providers for seniors, including one representative of a social service transportation provider, if one exists.

                     Two representatives of local social service providers for the disabled, including one representative of a social service transportation provider, if one exists.

                     One representative of a local social service provider for persons of limited means.

                     Two representatives from the local consolidated transportation service agency, if one exists, including one representative from an operator, if one exists.

 

The transportation planning agency may also appoint additional members consistent with the TDA.

 

The SSTAC participates annually in the identification of transit needs, including unmet transit needs that may be reasonable to meet, and reviews and recommends action on unmet transit needs findings. The SSTAC also serves as a mechanism for soliciting input from transit-dependent and transit-disadvantaged persons as part of the public participation process required under the TDA.

 

Recruitment to fill the vacant SSTAC seat has been ongoing. At the June 4, 2026, SSTAC meeting, the Council recommended that the attached application be forwarded for consideration to fill the vacant position for one representative of local social service providers for the disabled, including one representative of a social service transportation provider, if one exists.
