Financial Impact:

The 2026 RTIP programs $1.615 million within Tehama County’s available STIP target capacity. No additional local match is required beyond existing programmed shares.

Background Information:

The Regional Transportation Improvement Program (RTIP) is prepared biennially by each Regional Transportation Planning Agency (RTPA) for submission to the California Transportation Commission (CTC) as part of the State Transportation Improvement Program (STIP).

The Tehama County Transportation Commission (TCTC), acting as the RTPA for Tehama County, is responsible for identifying and prioritizing regional projects that enhance safety, system preservation, and mobility in accordance with the adopted 2025 Regional Transportation Plan (RTP) and the 2026 STIP Fund Estimate.

For the 2026 STIP cycle, Tehama County’s target share is $7.817 million, with $1.615 million proposed for programming in this cycle. The Technical Advisory Committee (TAC) reviewed and reached consensus on the recommended programming package at its July, September, and October 2025 meetings.

Discussion:

The 2026 RTIP programs a balanced package of projects that advance pavement rehabilitation, roadway safety, and continued planning coordination in partnership with Caltrans District 2 and local jurisdictions. The TAC’s recommendation reflects both regional priorities and the intent to strategically phase project development in anticipation of future construction funding.
