a) BID WAIVER:
1) Request to adopt the finding that State of California Contract: HGAC (TX)-RA05-21 with Motorola Solutions for the acquisition of (15) fifteen new APX portable radios and accessories, meets all Tehama County bidding criteria and allows the County to take advantage of special low pricing without the time and expense involved with conducting a formal bid process
2) Request to find it in the best interest of the County to waive the formal bid process for the acquisition of (15) fifteen new APX portable radios and accessories, based on the finding
b) Request authorization for the Purchasing Agent to sign a purchase order to Motorola Solutions for the acquisition of (15) fifteen new APX portable radios and accessories in the amount not to exceed $54,000

Financial Impact:
The funds were budgeted and allocated to the Jail in the FY 2026-27 budget account 2032-53800.
Background Information:
The Sheriff’s Office/Jail is requesting approval to purchase 15 new APX radios and associated accessories to support the newly hired staff at the Jail. As staffing levels have increased, additional radios are necessary to ensure that our staff have reliable communication equipment to perform their duties safely and effectively.
The radios will be used for daily jail operations, including communication between correctional staff, coordination of inmate supervision and movement, response to emergencies and security incidents, and communication with other facility personnel. The associated accessories will ensure the radios are properly equipped for operational use.
This purchase will provide the necessary communication equipment for new staff, support safe and efficient facility operations, and help maintain effective communication throughout the old jail and new jail expansion.
The Tehama County Purchasing Department entered into agreement ILC25-16130 with HGACBuy Interlocal Contract for Cooperative Purchasing on 3/27/2025 enabling the Sheriff’s Department to utilize the cooperative agreement for this purchase.
