Financial Impact:
The salary, benefits, and roll-up costs for the current position of Administrative Secretary III is approximately $86,254.56 annually. The salary, benefits, and roll-up costs for the proposed Sheriff’s Executive Secretary is approximately $103,795.30 annually. This results in an annual financial increase of approximately $17,540.74 to the Public Safety Fund.
Background Information:
The Sheriff requests to add a new classification of Sheriff’s Executive Secretary. The position currently assigned to this role is an Administrative Secretary III. Over the past few years, the duties and responsibilities of the position have expanded and become more complex, requiring an increased skill set. The request for the new classification is in recognition of the enhanced responsibilities, increased level of autonomy, and elevated level of importance of the role in supporting the Sheriff’s Office.
The proposed Sheriff’s Executive Secretary classification is a specialized single-position classification. The incumbent is responsible for performing a wide variety of confidential and complex administrative support activities that require discretion, independent judgment, and initiative. The work requires substantial knowledge of departmental activities, laws, rules, regulations, policies, and procedures affecting the Sheriff’s Office. The incumbent regularly has access to highly sensitive privileged information which is held in strict confidence. This classification is also responsible for organizing, assigning, supervising, and reviewing the work of assigned staff.
The recommended salary placement is Salary Range 35 within the Deputy Sheriffs’ Association (DSA) Memorandum of Understanding (MOU). This placement monetarily aligns with the current Tehama County classification of Office Manager III. The Office Manager III is solely utilized in the two other public safety departments. Although aligned monetarily with the Office Manager III, this classification is distinguished from the latter in that the Sheriff’s Executive Secretary performs specialized and complex public safety clerical work specific to the Tehama County Sheriff’s Office.
To implement the proposed change, the Department requests to amend the Position Allocation List (PAL) by deleting one (1.00 FTE) Administrative Secretary III allocation and replacing it with one (1.00 FTE) Sheriff’s Executive Secretary allocation.
Furthermore, if approved, the Sheriff requests to reclassify the current Administrative Secretary III incumbent who is currently performing the higher-level duties to a Sheriff’s Executive Secretary, in accordance with TCPR §2203: Request for Reclassification. The employee meets the minimum qualifications of the new classification.
The DSA has been notified of the requested actions and is in agreement.
