body

Financial Impact:

The funds for this agreement are allocated across the Public Health (40121), Mental Health (40131), Drug & Alcohol (40717), and Medical Clinic (40251) budget units, in Maintenance of Equipment (53170) for the monthly subscription amount of $3,275.87 plus applicable taxes and fluctuating Federal Universal Service Recovery Fees

Background Information:

The original agreement with RingCentral, Inc was approved by the Board of Supervisors on 6/7/22. RingCentral provides Voice Over Internet Protocol (VOIP) subscription-based service. It was discovered that maximum compensation amount that was approved at the Board of Supervisors meeting of 6/7/22 did not account for fluctuating taxes or fees, such as the fluctuations of the Federal Universal Service Recovery Fee (FUSF) set by the Federal Communications Commission (FCC). This is a fee that provides support to promote access to telecommunication services at reasonable rates for those living in rural and high-cost areas, income-eligible consumers, rural health care facilities, schools and libraries. The FCC sets the applicable FUSF rate on a quarterly basis. The previous three quarter’s rates are below for reference:

For Quarter 4-2022, RingCentral FUSF rate is 12.62%.

For Quarter 1-2023, RingCentral FUSF rate is 14.31%.

For Quarter 2-2023, RingCentral FUSF rate is 12.60%.

Since the rates are determined by the FCC and not by RingCentral, we do not have exact predictions. This increase in the annual maximum compensation is meant to cover current rates and estimated future rate increases to the FUSF or other state/federal taxes or fees as necessary.
