There is no financial impact associated with this change.

 

Background Information:

Effective January 1, 2025, California employers may not include statements about the need for a driver’s license in a job advertisement, posting, application, or similar employment materials, unless 1) the employer reasonably expects driving to be one of the job functions of the position, and 2) the employer reasonably believes that satisfying those job functions using an “alternative form of transportation” would not be comparable in travel time or cost to the employer.  An alternative form of transportation includes but is not limited to ride-hailing services (Uber and Lyft), taxi, carpool, biking, and walking.

 

Currently, all Tehama County classifications specifications indicate a valid California driver’s license is required for employment.  Therefore, the Personnel Office has consulted with all our departments and assessed the need for valid driver’s license on a case-by-case basis.  As a result, we have concluded there are multiple classification specifications which do not include driving as an essential function in the course and scope of their Tehama County employment.  Therefore, this resolution is requesting Board of Supervisor approval to change the language in classifications specifications to reflect the following for those positions which require valid California driver’s license upon hire (Exhibit A):

 

Possession of, or ability to obtain and maintain, a valid California Class C driver's license and a satisfactory driving record is required.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

 

For those positions which may require a valid California driver’s license upon hire (Exhibit B):

 

A valid California Class C driver’s license or alternative form of transportation may be required for some positions at the time of appointment.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

 

Tehama County has multiple positions governed by the Department of Transportation (DOT).  The requirement for a driver’s license is explicitly outlined within the classification specification.  Proposed revisions for DOT positions will be brought before the Board at a later date.

 

The Personnel Office has met and conferred with the applicable bargaining units regarding these proposed changes and agreement has been reached.
