Financial Impact:

The financial impact for this request is approximately $13,872.32. This reflects a ten percent (10%) increase in gross pay for the period 9/15/25 through 7/8/26. There is no impact to the General Fund.

Background Information:

The Social Services Director is requesting to reclassify the position of Chief Deputy Director of Social Services to Assistant Director of Social Services.

The title change aligns with other positions used in Social Services Departments throughout other comparator counties and will help in clarifying the role for future class and compensation studies. This change will also provide clarity to the community as to the role of the individual within the chain of command and that services provided are not related to law enforcement, which has been an assumption in the past.

Additionally, due to the consolidation of the Public Guardian office into the Social Services Department, additional work has since been shifted to this role. As a result of the increased workload, the Social Services Director is proposing a salary increase of 10% (from Salary Range 60 to Salary Range 64) retroactive to when the increased duties began on September 15, 2025.

The revisions to the classification specification outlines the Director functions that have been shifted to the Assistant Director as a result of the Public Guardian/Public Administrator consolidation.

The revisions include updating the position title from Chief Deputy Director of Social Services to Assistant Director of Social Services and redefines the role as a broader executive leadership position supporting the Director across the Social Services Department, Community Action Agency, and IHSS Public Authority. The updated classification shifts the emphasis from direct oversight of specific Social Services divisions to department-wide operational leadership, strategic planning, regulatory compliance, fiscal oversight, and cross-agency coordination. The role is now positioned as part of the executive management team and identified as the assistant department head, with responsibility for guiding personnel, contracts, projects, budgets, and service delivery across the three departments. Several older essential functions that were narrower, more division-specific, or heavily personnel-process focused were removed. In addition, the minimum experience requirement was reduced from seven years to five years, while retaining the supervisory experience expectation. Overall, the revision modernizes the classification and aligns it with a high-level assistant director role focused on organizational leadership, operational management, and support of multi-department human services functions.

The Tehama County Management Employees Association (TCMEA) has been notified of the requested actions and an agreement has been reached.
