Background Information:
The Sheriff is requesting approval of a new classification of Sheriff’s Records Supervisor.
Effective records management is essential for the overall function of the Sheriff’s Office, impacting everything from investigative processes to legal compliance and public transparency. The position designated to this function plays a critical role in overseeing management and maintenance of law enforcement records, ensuring compliance with state and federal regulations, and facilitating access to information for internal and external requests. Historically, these duties have been fulfilled by the Sheriff’s Service Officer III classification. However, over time the nature of duties has evolved, necessitating a review of the classification. This review resulted in the development of the proposed higher-level classification. The Sheriff’s Records Supervisor is a supervisory position that would be responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff assigned to the Sheriff’s Office Records Division, assisting with maintaining law enforcement records systems, and providing information and assistance to law enforcement personnel and the general public.
The Department believes the creation of the new classification appropriately aligns the level of knowledge and experience required for the position and acknowledges the position’s critical role in supporting the mission and the objectives of the Sheriff’s Office.
A salary survey with the approved comparator counties was conducted and resulted in the recommended salary placement at Range 31 within the Deputy Sheriff’s Association (DSA) Memorandum of Understanding (MOU).
Due to the Position Allocation List (PAL) change blackout period, an adjustment to the PAL is not requested at this time. In order to fill this position prior to the approval of the Adopted Budget, the Department plans to temporarily underfill a vacant higher-level allocation. As part of the Adopted Budget, the Department intends to reduce 1.00 FTE Sheriff’s Service Officer III and replace it with 1.00 FTE Sheriff’s Records Supervisor.
Tehama County and the Tehama County Deputy Sheriff’s Association have met and conferred regarding this new proposed classification and salary range placement and an agreement has been reached.
