Requested Action(s)

recommendation

a)                     Request approval of the new classification specification of Legal Secretary Supervisor - Probation, within the Joint Council bargaining unit, effective 4/22/25

b)                     RESOLUTION - Request adoption of a resolution amending Resolution 2024-080, the FY 2024/25 Position Allocation List (PAL), by adding 1.00 FTE Legal Secretary Supervisor - Probation allocation and deleting one (1.00 FTE) Deputy Probation Officer I/II allocation, effective 4/22/25

body

Financial Impact:

By deleting one (1.00 FTE) Deputy Probation Officer I/II allocation and replacing it with one (1.00 FTE) Legal Secretary Supervisor - Probation allocation, the Department anticipates an annual cost savings of approximately $11,768.00 to the Public Safety Fund.

Background Information:

The Tehama County Probation Department is requesting approval of one (1) new classification for a Legal Secretary Supervisor - Probation.

Historically, the Probation Department had an Office Assistant Supervisor that was responsible for managing the Department’s clerical staff. However, the position was eliminated several years ago due to County budget constraints. The decision was financially necessary at the time but had a significant impact on the Office Manager III who absorbed these supervisory duties. As a result, the Office Manager’s workload increased substantially. This has led to challenges in balancing clerical supervision with essential department-wide responsibilities and higher-level administrative functions.

The Department believes the addition of a Legal Secretary Supervisor specific to Probation will provide numerous benefits to the Department, including enhancing the supervision of clerical staff. Approval of the Legal Secretary Supervisor - Probation classification would allow for a more appropriate distribution of duties within the Department and result in optimal functioning.

The recommended salary placement for the Legal Secretary Supervisor - Probation is Joint Council Range 30 within the Joint Council MOU. This placement is consistent with the internal salary relationships for similar positions at this level.

Should the classification be approved, the department requests to add one (1.00 FTE) Legal Secretary Supervisor - Probation allocation to their Position Allocation List (PAL) and delete one (1.00 FTE) Deputy Probation Officer I/II allocation to fully fund this position.

The Joint Council bargaining unit and the Tehama County Peace Officers Association were provided written notice of the proposed actions and are in agreement on this matter.
