Background Information:

Scot Timboe, Director of Planning retired from Tehama County effective 12/25/23.  The County has elected to contract with an outside firm to temporarily provide planning services.  The proposed agreement outlines the scope of work SHN will provide while the County evaluates and assesses the structure and needs within the Planning Department.  SHN will provide Tehama County Planning Department with planning services as needed to supplement existing staff resources on several anticipated applications coming forth to the County.  In addition, SHN will provide application review and initial environmental screening, California Environmental Quality Act (CEQA) compliance, staff report preparation, and overall management and coordination.

At Board direction, Tehama County Administration and SHN staff have met to discuss the proposed scope of work.  Exhibit B, Scope of Work is attached to the agreement and provides an outline of the anticipated planning functions to be rendered.  In order to avoid a gap in general planning services, the proposed agreement is effective 12/26/23, which is the first day after the retirement of Scot Timboe.

During the FY 2023/24 budget process, funds in the amount of $1,605,490 were used to establish a reserve committed to Board Strategic Priorities.  In relation to Organizational Health, a stated goal was to take opportunities to review vacant class specifications to consolidate redundant services and function for efficiency gains.  As part of the scope of work, SHN Engineers will evaluate and make recommendations for potential consolidations in the Planning, Building & Safety, and Environmental Health Departments.  Additionally, an agreement has been executed with CMG Consulting in an amount not to exceed $10,000 to evaluate and make recommendations related to the departments of Social Services, Public Guardian, and Behavioral Health.  Staff is requesting funding from Board Strategic Priorities to cover the cost of both SNH Engineers and CMG Consulting.
