Background Information:
Regular Personnel Rules review and revision is a crucial part of an effective policy and procedure management plan. Updating rules ensures they are consistent, effective, compliant with State and Federal laws, and understood by all parties.
Revisions made to these personnel rules are a result of recommendations made by the California Department of Human Resources (CalHR) Merit System Services (MSS) program to ensure local agency compliance with the California Local Agency Personnel Standards (LAPS).
TCPR §1302: Equal Employment Opportunity Policy was revised to include applicants for employment in the “applicable to” section.
TCPR §1407: Political Activities was revised to include language ensuring local government employees are protected from political coercion in the workplace, and to ensure employees are advanced based on merit and not their political affiliation.
TCPR §2103: Recruitment was revised to clarify the procedures associated with closing recruitments.
TCPR §2105: Screening Process was revised to outline the screening process for MSS applicants, as well as provide information on how MSS applicants may appeal decisions.
TCPR §2111: Employment Lists was revised to provide clarification regarding the selection process for MSS applicants.
TCPR §2301: Probation / Period / Permanent Status was revised to include disciplinary appeal language for those employees covered by the MSS program.
TCPR§5303: Deferred Compensation Plan
On April 8, 1980, Tehama County established a program whereby County employees could voluntarily authorize deferral of a portion of their wages to be invested in an approved deferred compensation plan regulated by applicable state and federal law. On July 1, 2023, Tehama County transitioned to a new Deferred Compensation Plan sponsor. The purpose of this rule is to serve as a guide for the Tehama County Deferred Compensation Plan and outlines information relative to the new Deferred Compensation Plan sponsor, including investment options, the County match, and how to enroll and make changes. This personnel rule was drafted as a guide for all employees, excluding Extra Help.
These rules were created by the Personnel staff, then routed through the Personnel Review Committee, the Department Heads, and the bargaining units. The process then continues to presentation and/or approval by the full Board, which is the current step in processing these Personnel Rules.
