Background Information:

The Paskenta Band of Nomlaki Indians was awarded $1,935,203 through the Federal Fiscal Year 2025 Rebuilding American Infrastructure with Sustainability and Equity program, Round 1, for the Paskenta Interstate 5 Community Traffic Management and Mitigation Planning Grant.

The project will fund planning, engineering, and environmental-compliance activities along Orchard Avenue, Liberal Avenue, Everett Freeman Way, State Highway 99, and Interstate 5. The project will also include planning for Complete Streets enhancements along these roadways on the Paskenta Reservation. The award is classified as a rural roadway-planning project.

The Paskenta Band of Nomlaki Indians was also awarded $256,300 through the Sustainable Communities Competitive Grant Program to develop an Active Transportation Plan. The Tribe will develop the plan to enhance connectivity within the local transportation network, improve safety and accessibility for pedestrians and bicyclists, encourage a shift from single-occupancy vehicle use to active transportation modes, and improve the overall quality of life for Tribal members and visitors to the Rancheria.

The completed Active Transportation Plan will identify priority areas for infrastructure improvements, recommend specific active transportation projects, and establish a strategic foundation for pursuing future implementation and funding opportunities. The planning process will incorporate a comprehensive public-engagement and outreach program, including community surveys, stakeholder meetings, and public workshops, to support inclusive participation and meaningful community input.

The Tribe will coordinate closely with Caltrans District 2, the Bureau of Indian Affairs, and Tehama County to align the work with ongoing regional planning initiatives, promote interagency collaboration, and strengthen multimodal connections between the Tribe and neighboring communities.

Representatives of the Paskenta Band of Nomlaki Indians will provide an overview of both grant-funded planning efforts, anticipated activities and deliverables, public-engagement processes, project schedules, and opportunities for regional coordination. Receipt of the presentation does not constitute approval of a specific improvement, project alignment, environmental determination, funding commitment, or future implementation action.
