body

Financial Impact:

The deletion of one (1.00 FTE) Sheriff’s Services Officer I/II and one (1.00 FTE) Sheriff’s Services Officer III results in an annual savings of approximately, $139,351.01 - $164,774.29. The addition of one (1.00 FTE) Accounting Technician III and one (1.00 FTE) Fiscal Analyst results in an annual increase of approximately $182,590.21 - $212,038.02. Therefore, the financial impact for the full request results in an annual increase to the Public Safety Fund ranging from approximately $43,239.20 - $47,263.73.  There is no financial impact to change the Accountant II to an Accountant I / II.

Background Information:

The Sheriff desires to reorganize the financial positions within the Sheriff’s Office. Currently, the Department has one (1.00 FTE) Accountant II, one (1.00 FTE) Sheriff’s Service Officer III, and one (1.00 FTE) Sheriff’s Service Officer I/II assigned to perform the financial functions.  All three positions have become vacant over the last few months. With this, the Sheriff took the opportunity to review these key positions and determined due to the complexity of the Department’s financial operations, having incumbents with financial education and/or experience would better meet the fiscal demands of the Sheriff’s Office.

As part of the desired reorganization, the Sheriff requests to add a new classification of Fiscal Analyst to perform the higher-level functions necessary for the department. This includes development and administration of the department’s budget; financial/fiscal analysis, auditing and reporting; and grant writing, monitoring and administration. The proposed range placement is Salary Range 40 within the Joint Council Memorandum of Understanding (MOU). This salary placement is comparable to similar positions in our comparator counties and is also equivalent to the Probation Program Analyst which is another single-level classification that performs higher-level fiscal/financial duties within a larger department and with limited supervision.

The Sheriff requests to revise the PAL by deleting one (1.00 FTE) Sheriff's Service Officer I/II and one (1.00 FTE) Sheriff's Service Officer III in order to add one (1.00 FTE) Accounting Technician III and one (1.00 FTE) Fiscal Analyst. These classifications are specialized and focused on financial principles, procedures, and regulations and are better suited to handle the intricate financial tasks than the Sheriff's Service Officer classifications.

In addition, the Sheriff requests to revise the one (1.00 FTE) Accountant II allocation to a flexibly staffed Accountant I/II. This will allow the Department more flexibility in hiring as well as provide a potential promotional path for the Accounting Technician III. The Department believes the requested changes are a step in enabling the financial division to operate at an elevated level of efficiency, accuracy, and compliance.

The Deputy Sheriff's Association (DSA) and the Joint Council Bargaining Unit (JC) were provided written notice of the proposed PAL amendment and offered the opportunity to meet and confer prior to implementation. The County, DSA, and JC have reached agreement over the proposed actions.
