Financial Impact:
At the time of agenda submittal, costs associated with the project are being reviewed and estimated. Staff will provide a report on estimated costs and budgetary needs at the October 6, 2026, Board meeting.
Background Information:
On September 29, 2026, the Board proclaimed that an emergency exists at the Simpson Road Bridge and authorized the Public Works Director to proceed with a gravel-extraction and sediment-management project within Thomes Creek in the vicinity of the Simpson Rd. Bridge; the Board also authorized the Director to proceed with the placement of rock slope protection/rip rap material to armor the northerly abutment and bank.
At that same meeting, the Board of Supervisors tabled an item pertaining to a five-year agreement with Tehama Asphalt to extract gravel from Thomes Creek immediately upstream from the Simpson Rd. Bridge. Direction provided to staff was to bring back a revised agreement for a one-year term to remove gravel from the streambed.
Based on the discussion at the September 29, 2026, meeting and the Board’s direction, staff are recommending a more conventional emergency project structure, where work can proceed as soon as possible. The scope of the emergency work may include removing gravel from the creek and/or placement of rock slope protection/rip rap. Staff are seeking costs from qualified contractors as well as exploring the possibility of performing the work with county forces.
Staff will present the most recent information that is available pertaining to permits and construction costs related to gravel-extraction, sediment-management, and rock slope protection/rip rap placement.
This item expands the authorization allowing the Public Works Director to enter into limited duration emergency contract(s) or agreements to immediately conduct the emergency work subject to budgetary and permitting limitations and requirements. All contracts and agreements will be reviewed by County Counsel and approved as to form included when legally required or practicable under the emergency circumstances.
An item will return to the Board to renew the emergency action at the next regular meeting, no later than 14 days after the action, and at every regularly scheduled meeting thereafter until the action is terminated.
