Background Information:

The proposed revisions clarify the Chief Administrator is responsible for coordinating and supervising the County’s personnel, risk management, purchasing, and construction programs, including the assigned staff.  Further, the proposed revisions add language indicating the Chief Administrator may be temporarily designated as an interim department head.  Other proposed revisions clarify the Chief Administrator has direct oversight of appointed County Department Heads and is responsible for ensuring all County departments are complying with administrative policies, procedures and programs adopted by the Board of Supervisors.  The essential functions were updated to include clarifying language regarding the Chief Administrator’s participation in the recruitment and selection of appointed County Department Heads and further clarifies the role of the Chief Administrator in evaluating the performance of appointed County Department Heads, including the level of progressive discipline the Chief Administrator is authorized to impose.  Specifically, if approved, the Chief Administrator will be authorized to impose progressive discipline up to and including a three-day unpaid suspension.  Discipline of an appointed County Department Head above and beyond a three-day unpaid suspension requires authorization from the Board of Supervisors.  Lastly, the requirement for a driver’s license has been updated for compliance with the American’s with Disabilities Act.

 

These changes are intended to specifically outline the delegation of authority and level of supervision and discipline the Chief Administrator has in reference to appointed County Department Heads.  Further, these changes illustrate that the Board of Supervisors support the Chief Administrator and have confidence in his role in overseeing the County of Tehama.
