Financial Impact:
There is no cost to the Department for these services. The Department will receive revenue from the vendors that is deposited into the Inmate Welfare Account (510-471120), at a rate included in the vendor's Agreement.
Background Information:
The Sheriff’s Office is requesting approval of Amendment No. 8 to extend the current Inmate Telecommunications System Agreement for an additional six months. The extension is necessary to allow sufficient time to complete the ongoing Inmate Telecommunications System Request for Proposals (RFP) process and satisfy the additional review and approval requirements now applicable to jail-related Agreements.
On May 28, 2026, the County received four (4) proposals in response to the Inmate Telecommunications System RFP. The proposals are currently under evaluation. Due to the complexity of the proposals and the volume of information submitted, the evaluation and selection process has taken longer than anticipated. The evaluation is nearing completion, and the Sheriff’s Office anticipates making a vendor selection soon, after which the new agreement process will begin.
As the new jail expansion is being funded through SB 1022 state bond funding, jail-related Agreements are now subject to review and approval by the California Board of State and Community Corrections (BSCC), Department of Finance, and State Public Works Board (SPWB) prior to presentation to the Board of Supervisors for consideration and approval. These additional requirements have added a minimum of approximately 30 days to the Agreement review and approval process.
Approximately three (3) months remain on the current Agreement, which is insufficient to complete the RFP evaluation and vendor selection process and obtain all required approvals from BSCC, Department of Finance, SPWB, County Counsel, and the Board of Supervisors. The requested six-month extension will provide sufficient time to complete the RFP process and required approvals while ensuring uninterrupted inmate telecommunications services. Amendment No.8 also includes a provision allowing the County to terminate the current Agreement early upon execution of a new Agreement with the selected vendor.
The Agreement with IC Solutions for the Inmate Telecommunications System was originally approved and became effective May 7, 2019 (Misc. Agreement 2019-123). The Agreement has subsequently been amended and approved by the Board of Supervisors on May 10, 2022 (Misc. Agreement 2022-130); July 12, 2022 (Misc. Agreement 2022-201); April 25, 2023 (Misc. Agreement 2023-105); August 20, 2024 (Misc. Agreement 2024-274); July 1, 2025 (Misc. Agreement 2025-202); June 12, 2026 (Misc. Agreement 2026-127); and July 7, 2026 (Misc. Agreement 2026-198).
