Financial Impact:

There is no financial impact to the FY 25/26 General Fund. PG&E settlement funds will be utilized for the purchase of the software. 

 

Background Information:

Sun Ridge Systems, Inc. has decades of experience developing Computer-Aided Dispatch (CAD), Records, and Jail Management Software for public safety agencies. The company continually updates its Records Information Management System (RIMS) to ensure the platform remains current and compliant with evolving state and federal requirements, including the National Incident-Based Reporting System (NIBRS) and Stop Data Reporting mandates. RIMS is a comprehensive records management solution designed to support law enforcement operations through reliable data collection, documentation, and reporting.

 

The proposed RIMS software is designed for mobile use on laptops and other field devices, allowing deputies and staff to efficiently document incidents and access critical information while operating in the field. This capability enables personnel to enter reports, review case details, and obtain relevant information without having to return to the office before proceeding to the next call for service. The Sheriff’s Office’s current records system is not optimized for mobile functionality and regularly experiences technical issues, resulting in operational disruptions and reduced efficiency. Implementing a modern, mobile-capable RIMS will improve field productivity, reduce delays in documentation and information access, and allow deputies to remain in service and respond more quickly to incidents.

 

In addition to improving operational capability, the system supports emergency response to fire threats. Deputies routinely patrol rural and wildland areas and are often among the first to identify smoke, wildfire starts, illegal burn activity, or other fire hazards. RIMS allows personnel to immediately document and transmit incident information such as location, observations, and hazards. This information can then be quickly shared with dispatch, fire departments, and cooperating agencies to support early detection and coordinated response.

 

The use of PG&E settlement funds for this project is appropriate because the system strengthens the County’s ability to detect, document, and communicate emerging wildfire threats. Enhancing these capabilities improves situational awareness, early notification, and multi-agency coordination, supporting wildfire mitigation, public safety preparedness, and community protection consistent with the intended purpose of PG&E settlement funds.
