Requested Action(s)

recommendation

(a)                     Waive all deficiencies for the proposal submitted by ACTenviro in Step 1 of the Scoring and Criteria, and evaluate the proposal submitted by ACTenviro pursuant to Step 2 of the Scoring and Criteria evaluation; and

(b)                     Approve the Agreement for the Provision of Household Hazardous Waste Services with Advanced Chemical Transport, Inc. dba ACTenviro for a term of January 1, 2025 - December 31, 2027 at the rates provided therein.

Background Information:

At the Board's direction, staff issued a Request for Proposals for the provision of household hazardous waste collection and disposal services at the Corning Household Hazardous Waste Facility and Tehama County/Red Bluff Landfill Household Hazardous Waste Facility for a term of January 1, 2025 - December 31, 2027 on June 3, 2024. Proposals were due to the Agency by August 5, 2024 at 4:00PM. Advanced Chemical Transport, Inc. dba ACTenviro submitted the only proposal, which was evaluated pursuant to Step 1 and Step 2 of the Scoring and Criteria guidelines.

 

The RFP submitted by ACTenviro was missing some of the required information, including the identification of facilities that will receive different types of waste. As all hazardous waste management companies are legally obligated to properly manage hazardous wastes, this is not a disqualifying omission as facilities can be verified through hazardous waste manifests. ACTenviro requested minor contract amendments, which were acceptable to the Agency after consulting with Agency Counsel. These changes include reviewing the pricing annually based on CPI, contingent upon the Agency’s Board of Director’s final approval of the rates and paying invoices in full once return manifests are received. Staff estimates that the cost to collect and dispose of the most commonly received waste streams will increase as follows:
