body

Financial Impact:

The funds have been budgeted into the FY 26/27 Sheriff’s budget as anticipated revenue for the Sheriff’s Office’s Boating Unit (2024-0450620).

Background Information:

This Financial Aid Program through the California Department of Parks and Recreations, Division of Boating and Waterways has been in place for well over 30+ years to fund the boating unit along with the boating taxes that the county collects. The Boating Safety and Enforcement Financial Aid Program will only reimburse costs strictly allocated to the Boating Unit Activities. The reimbursable funds allowed and budgeted for in the FY26/27 budget are one full time Sergeant salary and additional back-up patrol officers such as a Detective or Deputy listed on the Marine Patrol. The Boating Aid funding also allows for reimbursement funds to be allocated to some of the repairs on the boats, equipment, training, boat fuel, and mileage.

California State Parks Division of Boating and Waterways (DBW) program funding was reduced during the Governor’s FY 2025-26 budget allocation, resulting in a decrease in the financial aid available to all Boating Financial Aid Program recipients. DBW previously indicated that the reduction was expected to be temporary. Based on that guidance, Boating Financial Aid Application Resolution No. 2025-101 for FY 2026-27 anticipated an award amount of $133,448.00, consistent with the County’s prior funding allocation. However, DBW continues to experience reduced budget allocations, and the County has now been notified that the FY 2026-27 award amount will be $94,427.18.
