Background Information:

Tehama County Fire is requesting to add a new classification specification of Public Safety Vehicle & Equipment Mechanic III - Fire. Currently, the Department utilizes the Public Safety Vehicle & Equipment Mechanic II classification. However, the increased workload and rise in technological software, programming, and tracking mechanisms require incumbents to operate in a higher capacity. Furthermore, new fire apparatuses utilize complex computer systems (Multiplex) to operate most operating systems also requiring a higher-level skillset.

In addition, Tehama County Fire mechanics are an integral part of the refurbishment process to include rewiring vehicles, rebuilding motors and powertrain components, as well as the new emissions standard components. In addition to in-house repairs, heavy overhauls of fire apparatuses have proven to be a cost savings method to extend the life of the County Fire emergency equipment and service vehicles. Incumbents are required to work independently to ensure such equipment and service vehicles are maintained in safe and effective working conditions and are available 24 hours per day, 7 days per week, 365 days a year to provide safety to the citizens of Tehama County.

The recommended salary placement for the Public Safety Vehicle & Equipment Mechanic III - Fire is Joint Council Range 27. This placement is 5% above the Public Safety Vehicle & Equipment Mechanic II and is equal to the recently added Public Safety Vehicle & Equipment Mechanic III - Sheriff classification.

Should the new classification be approved, the Department requests to amend the Position Allocation List (PAL) by deleting two (2.00 FTE) Public Safety Vehicle & Equipment Mechanic II allocations and adding two (2.00 FTE) Public Safety Vehicle & Equipment Mechanic III - Fire allocations. This would result in the reclassification of one Public Safety Vehicle & Equipment Mechanic II incumbent. The incumbent meets the minimum qualifications of the new classification.

The Joint Council Bargaining Unit has been notified of the requested action and is in agreement.
