(Road Agreement #2022-23) for the Evergreen Road Bridge Replacement Project, to install additional concrete at Driveway 1 (Anderson-Cottonwood Irrigation Districts access), and extend the drainage culvert at Drainage System No. 12, in an amount equal to $9,042.85
b) CHANGE ORDER - Authorize the Interim Director to issue Change Order No. 28 to the Agreement with JF Shea Inc. (Road Agreement #2022-23) for the Evergreen Road Bridge Replacement Project, for the installation of Drainage System No. 18, relocation and widening of Krick Driveway 2, and installation of a new driveway and culvert at Rt “E” 51+00 +/-, in an amount equal to $41,859.92
c) CHANGE ORDER - Authorize the Interim Director to issue Change Order No. 32 to the Agreement with JF Shea Inc. (Road Agreement #2022-23) for the Evergreen Road Bridge Replacement Project, to perform various fencing modifications throughout the project, in an amount equal to $10,019.90
d) CHANGE ORDER - Authorize the Interim Director to issue Change Order No. 33 to the Agreement with JF Shea Inc. (Road Agreement #2022-23) for the Evergreen Road Bridge Replacement Project, to revise the planting layout throughout the project and install additional Arroyo Willow cuttings, in an amount equal to $15,355.70
e) CHANGE ORDER - Authorize the Interim Director to issue Change Order No. 35 to the Agreement with JF Shea Inc. (Road Agreement #2022-23) for the Evergreen Road Bridge Replacement Project, to construct a new drainage system and drainage ditch to provide an overflow outlet to the constructed retention basin, in an amount equal to $26,823.87

Financial Impact:
The financial impact is $103,102.24.
The Construction (CON) phase of this project is funded by a combination of Federal and State funds comprised of STIP and HBP. This project contract is budgeted in Road Fund - Professional and Special Services #3011-53230. There is no impact to the General Fund. The Board awarded the contract for the Evergreen Road Bridge Replacement Project, Federal Project No. BRLOZB 5908(025), County Project No 316581 to JF Shea Inc. as the low responsive bidder in the amount of $13,958,457.00 on December 13, 2022 (Road Agreement #2022-23). A contingency, in the amount of $1,827,912.00 was budgeted to the construction contract to address Contract Change Orders and is reimbursable through the project funding.
The current remaining contingency balance, including these Change Orders, and anticipated Change Orders, is $921,500.89.
Background Information:
These changes are necessary to address various unforeseen field conditions and other contract changes that are beneficial to the project.
Change Order No. 25 provides for changes made to the driveway that accesses A.C.I.D.’s (Anderson Cottonwood Irrigation Districts) facility. These changes improved the maintenance access during the irrigation season when the soil is saturated. The method of payment for the work is a combination of payment adjustment at agreed lump sum price and in increase in contract item at contract unit price.
Change Order No. 28 provides for installing Drainage System No. 18, relocating and widening Krick Driveway 2, and installing a new driveway and culvert at STA Rt “E” 51+00. These changes were made to accommodate requests by the property owner. The method of payment for the work is a combination of extra work at agreed lump sum price and an increase in contract item at contract unit price.
Change Order No. 32 provides for various fencing modifications throughout the project.
• 938 LF of additional WM fencing was installed to protect the County Right-of-Way from off-road traffic and required on-site environmental mitigation planting.
• 1,187 LF of BW fencing was deleted at the request of the property owner who desired to install a fence of their own type.
• 575 LF of fencing material was changed from t-posts to metal pipe posts to accommodate the requests of a property owner.
• A tree stump along the County Right-of-Way was removed to allow the permanent fencing to be installed in the planned location.
• 4 EA gates were salvaged and installed to restrict public access to the County Right-of-Way while allowing County access for future maintenance purposes.
• After permanent fencing was completed, a fence post corner brace was damaged by the public and repaired to restore the new fence and maintain adequate exclusion.
The method of payment for the work is a combination of extra work at agreed lump sum price and an increase in contract item at contract unit price.
Change Order No. 33 provides for furnishing and installing an additional 300 EA Arroyo Willow cuttings, furnishing, and delivering 595 EA potted Arroyo Willows to the project. These changes were based on CDFW’s recommendations to modify the as-permitted mitigation-planting plan to increase the survivability odds and meet the mitigation requirement. The method of payment for the work is a combination of extra work at force account and extra work at agreed lump sum price.
Change Order No. 35 provides for constructing a new drainage system and drainage ditch to provide an overflow outlet for the constructed retention basin, and to excavate a swale to restore natural run-off into the newly constructed roadside ditches. These changes were made to resolve immediate flooding concerns and implement subsequent permanent design changes to the drainage systems. The method of payment for the work is a combination of extra work at force account and extra work at agreed lump sum price.
