a) BID WAIVER:

 

1) Request to adopt the finding that California State Contract 1-22-23-20F with Downtown Ford Sales for the acquisition of two (2) new 2026 Ford F150 Crew Cab 4X4 meets all Tehama County bidding criteria and allow the County to take advantage of special low pricing without the time and expense involved with conducting a formal bid process

 

2) Request to find it in the best interest of the County to waive the formal bid process for the acquisition of two (2) new 2026 Ford F150s based on the finding

 

b) Request authorization for the Purchasing Agent to sign a Purchase Order to Downtown Ford for the acquisition of two (2) new 2026 Ford F150 4X4s in the amount of $118,856.85

 

c) Request authorization for the Purchasing Agent to sign a Purchase Order to LEHR for the acquisition of upfit parts for the two (2) new 2026 Ford F150 4X4s in the amount of $27,903.60

Financial Impact:

The Sheriff’s Office will pay for the purchase of the two vehicles from Budget Unit 2027-57605 and will then be reimbursed by Trindel Insurance Company for all eligible purchased items, less the $1,000 County deductible per vehicle.

 

In order to maximize the insurance reimbursement and minimize the net cost to the County, the Sheriff’s Office intends to purchase the vehicles and the associated eligible items up to the maximum authorized amount. Manufacturer order deadlines require the vehicles to be ordered during the period between Recommended and Adopted budget; therefore, timely approval is necessary to secure the vehicles.

 

Background Information:

This purchase must take place during the period between the Recommended and Adopted budget due to vendor deadline to place the order. The manufacturer notified the dealerships that they will be cutting off orders at any time with no notice and our sales representative requested that we place our order as soon as possible because once orders are closed, they do not know when they will be able to accept new orders.

 

This purchase will replace two Sheriff's Office patrol vehicles, a 2016 Ford Police Interceptor Utility (PIU) and a 2017 Ford PIU, that were declared total losses following separate collisions in January and August 2025. At the time of the incidents, the vehicles had accumulated more than 217,000 miles and 185,000 miles, respectively. Both vehicles were evaluated by Trindel Insurance Company and determined to be total losses.

 

Approval of this purchase will allow the Sheriff's Office to replace the two patrol vehicles that were removed from service due to the damage, ensuring the continued availability of reliable vehicles to support law enforcement operations.
