b)                     CHANGE ORDER - Request confirmation of Change Order No. 5 to the agreement with D.H. Slater & Son, Inc. (Misc. Agree. #2023-298) for the Tehama County Re-Entry Facility, thereby allowing for changes as listed, for a contract increase in the amount of $29,532.56

 

c)                     CHANGE ORDER - Request confirmation of Change Order No. 6 to the agreement with D.H. Slater & Son, Inc. (Misc. Agree. #2023-298) for the Tehama County Re-Entry Facility, thereby allowing for changes as listed, for a contract increase in the amount of $95,507.53

Financial Impact:

The cost of these change orders is included in the project budget.

 

Background Information:

Construction of the Jail Re-Entry Facility began in December 2024; during the course of the construction project and as work has progressed, several scope adjustments have been identified to address field conditions, coordinate with existing utilities/systems, and maintain progress in critical areas of the project. These adjustments require formal Change Orders to document the revised work scope. The change orders are as follows:

 

-                     Change Orders 4 and 5 - Add drainage work, electrical work for the south gate, additional shoring capacity kitchen curbs, adding TV mounts to dayrooms, and other minor changes.

 

-                     Change Order 6 - Modifications to laundry venting reconfiguration, lighting fixture mounting detail change to improve serviceability and safety, add sealed concrete at dayrooms at Sheriff’s Office request and remove carpet installation, add steel concrete reinforcement and other minor changes.     

 

-                     Change Order 7- PG&E relocation work, delete area drain and add sidewalk in lieu, fencing and gate changes per the Sheriff’s Office request, PG&E underground vault demo, water main line modification/reinstallation due to PG&E vault conflicts all of which have been determined to be in the County’s best interest.

 

Details of the changes are included in the attached change order forms.

 

Some of the adjustments that were of significant increase to the project were made in response to facility operation needs expressed by jail staff. While these revisions introduced meaningful updates to the original scope, they were incorporated thoughtfully and with careful attention to costs. As a result, even with the additions reflected in Change Orders 6 and 7, the project continues to remain within the approved budget.

 

On September 12, 2023, the Board authorized $1,033,335 in change order authority. With these changes it brings it to $635,535.27, which is only 3% of our total project budget.

 

The net change of these items is an increase in overall cost of $604,146.94, and nothing is outside the range of ordinary change orders or outside the project budget’s contingency. All proposed changes will be completed within the existing approved project budget.
