Background Information:
On January 7, 2025, the Board of Supervisors approved 2025 out-of-state travel for County Officials whenever necessary on private business. During the discussion for Section 2, it was proposed the Board of Supervisors consider adding language to approve both County Officials, as well as County employees directed by their Department Head or designee to travel out-of-state on County business and / or training during calendar year 2025. As a result of this request, the Board of Supervisors directed the Personnel Review Committee to review this proposal as an option at their upcoming meeting.
On February 24, 2025, the Personnel Review Committee met. The option for requesting annual approval for out-of-state travel for County employees was discussed. The Personnel Review Committee agreed with the proposal. However, in addition to adding language approving annual out-of-state travel for County employees, the Personnel Review Committee is recommending Department Heads report the information publicly at the next available Board of Supervisors meeting. Therefore, to provide both the public and the Board of Supervisors with transparency and confirm funds are allocated in the applicable fiscal year budget to cover costs associated with the travel and training, the Personnel Review Committee recommends the following:
• Department Heads report they are sending employees out-of-state during Department Head comment prior to sending employees out-of-state for County business or training.
• If it is not possible to report the information in advance of the travel due to time constraints, the Department Head can send an email to the Chief Administrator regarding the out-of-state travel and make a Department Head comment at the next available Board of Supervisors meeting.
• Child Protective Services, Adult Protective Services, Public Guardian / Public Administrator, and Law Enforcement personnel temporarily traveling out-of-state in discharge of their official duties would be precluded from having to report this information publicly.
The Personnel Review Committee is recommending the Board of Supervisors rescind the language previously approved in Section 2 on January 7, 2025, and instead approve the proposed revised language in Section 2 for calendar year 2025.
