Background Information:
The County of Tehama was awarded $320,000 in FY 2022 Bridge Investment Program (BIP) funding through the Federal Highway Administration (FHWA) for the Woodson Bridge Feasibility Study. This study will evaluate whether the existing Woodson Bridge can be rehabilitated by stabilizing the scour-critical substructure or whether replacement is warranted and will include a life-cycle cost analysis of both alternatives.
In 2023, Caltrans, acting as the Recipient, and Tehama County, as the Designated Subrecipient, prepared a Recipient-Designated Subrecipient Agreement to pass through the BIP funding. The original agreement was never fully executed. Subsequent federal Executive Orders, and related litigation required revisions to standard FHWA agreement language, including removal or modification of certain grant conditions.
Caltrans has now incorporated these required changes into the revised agreement, which aligns with the FHWA Competitive Grant Program General Terms and Conditions (dated April 22, 2025), FHWA Grant Program Exhibits (dated April 16, 2025), and updated program-specific schedules.
Current Status:
According to Caltrans District 2 Advance Planning and Local Assistance, final review at Caltrans Headquarters is complete; however, the project is currently pending approval by the Office of the Secretary of Transportation (OST) at the federal level. OST approval is required before FHWA can “green light” the project for authorization. Caltrans has advised that the County may move the agreement forward for Board approval in advance, to avoid further delay once OST action occurs. The submittal deadline, as of Augst 6, 2025, for the executed agreement has been extended to August 20, 2025.
Public Works Staff Recommendation:
Staff recommends Board approval of the revised agreement to position the County for timely obligation of federal funds upon OST clearance.
