body

Financial Impact:

The anticipated grant revenue of $550,000 will be used to support the County-Wide Emergency Radio Communications Project. No matching funds are required. The Sheriff’s Office requests that the grant revenue be deposited into the Capital Outlay Fund (103-57510) established at the 7/28/26 BOS meeting (Legistar Item 26-1240) to support project costs and any grant match requirements associated with future phases of the County-Wide Emergency Radio Communications Project.

Background Information:

The County-Wide Emergency Radio Communications Project is a multi-phased effort to modernize and improve the County’s public safety radio communications infrastructure. The project is intended to address aging communications systems, improve interoperability among public safety agencies, and enhance the reliability and continuity of emergency communications throughout the County.

The Sheriff’s Office has received official notification from the Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), that the Fiscal Year 2026 Community Project Funding request for the Emergency Radio Communications Infrastructure Improvements Project has been awarded in the amount of $550,000. The grant funds will reimburse eligible costs associated with Phase I of the project, including replacement of the County’s aging and structurally compromised primary radio communications tower at the Jail facility and costs associated with the installation and warranty of the upgraded emergency dispatch console that were not previously funded through the General Fund.

These infrastructure improvements are critical to providing reliable, secure, and interoperable emergency communications for first responders and dispatch personnel. The improvements will strengthen public safety, support coordinated multi-agency response, and help ensure continuity of operations during daily incidents, wildfires, natural disasters, and other emergencies.

Given the significant costs anticipated for future phases of the project, the Sheriff requests that the $550,000 grant reimbursement be deposited into the Capital Outlay Fund and retained for future project-related costs. Preliminary estimates developed during project planning identify Phase II costs of approximately $3,359,398 and Phase III costs of approximately $2,404,830.

Depositing the grant reimbursement into the Capital Outlay Fund will provide a transparent and accountable means of tracking project-related revenues and expenditures while ensuring the funds remain dedicated to the County-Wide Emergency Radio Communications Project. Any future use of these funds will be brought before the Board of Supervisors for consideration and approval.

The Office of County Counsel has reviewed the documents included in this agenda item and determined an approval to form is not necessary.
