Financial Impact:
The total financial impact is $87,787.77.
The Construction (CON) phase is funded by a combination of Federal and State funds comprised of STIP, HBP. There is no impact on the General Fund. This project contract is budgeted in Road Fund - Professional and Special Services #3011-53230. The Board awarded the contract for the Evergreen Road Bridge Replacement Project, Federal Project No. BRLOZB 5908(025), County Project No. 316581 to JF Shea Inc. as the low responsive bidder in the amount of $13,958,457 (Road Agreement #2022-23).
A 10% contingency, in the amount of $1,395,845.70 was budgeted to the construction contract to address Contract Change Orders and is reimbursable through the project funding. At that time, the Director of Public Works was authorized $210,000 in signature authority for the issuance of Change Orders to the contract pursuant to Public Contract Code 20405(d)(3).
Approval of these Change Orders would leave a remaining contingency budget of $1,003,233.
Background Information:
The changes are necessary to address various unforeseen field conditions and other contract changes that are beneficial to the project. Change Order No. 1, Supplement No. 1 is necessary to thicken and strengthen the structural section of the detour roadway due to saturated subgrade. Change Order No. 1, Supplement No. 2 provides compensation to the Contractor for the removal and disposal of the detour roadway materials and to reestablish the original grade. Change Order No. 27 provides compensation to the Contractor for the removal and disposal of debris that collected against the existing bridge piers.
