recommendation

a)                     RESOLUTION - Request adoption of a resolution outlining the terms and conditions of a Disaster Relief Donations Plan which allows employees, under specific requirements, to request disaster relief donations in the form of leave hours as a result of being displaced because of evacuation or loss of their primary residence due to a locally declared disaster, effective 7/30/24

body

Financial Impact:

There will be an immediate cost to the donating employee’s department as a transfer of funds.  The amount will vary depending on the number of donations.

Background Information:

The Personnel Office, in conjunction with the Administration Office, is requesting approval to develop a Disaster Relief Donations Plan for employees who are displaced due to a locally declared disaster.

Tehama County appreciates and values our employees.  We believe in pulling together for those who are fellow public servants in need.  Approval of this action will provide a mechanism for employees who have been evacuated for more than 10 days or suffered the loss of their primary residence and depleted their vacation, compensatory time off (CTO), paid time off (PTO) and management leave to request leave donations of up to sixty (60) working days to tend to personal business related to being displaced.

If approved, this resolution will allow employees to voluntarily donate a minimum of eight (8) hours of accrued vacation, PTO, CTO, or management leave hours to affected employees if the contributing employee has a minimum of forty (40) hours of combined accrued leave (CTO, PTO, management leave or vacation remaining after the donation.

Employees receiving disaster relief donations will continue to accrue vacation, sick leave, and seniority as if they were working and will be required to use accrued leave prior to any donated leave. Employees receiving donations will continue contributing their share of the premiums for health insurance and CalPERS as long as the employee remains in paid status due to donated leave. Disaster Relief donations shall be subject to the recipient’s normal payroll deductions.

Employees wishing to receive leave donations or donate leave will be required to submit the proper documentation through the appropriate channels listed in the resolution.

If approved, this will allow employees to who may have exhausted their leave accruals an opportunity to get their personal affairs in order, such as replacing essential items, acquiring new housing, and tending to issues related to losing their home or being displaced.
