Background Information:

The Memorandum of Understanding between the County and the Tehama County Law Enforcement Management Association expired August 31, 2023.  Prior to the expiration date, the County began to meet and confer with the bargaining unit over a new successor MOU.  The resulting MOU, if approved, will be for a nearly four-year term effective 09/01/23 through 06/27/27 and will include the following agreements:

COMPENSATION:  All employees in the bargaining unit will receive a 0% salary increase in the first year effective 09/01/23, a 2.5% salary increase effective 09/22/24, a 1.5% salary increase effective 06/29/25, and a 1.5% salary increase effective 06/28/26.  In addition, the incentive cap outlined in Article 11.5(e) will increase from 7.5% to 10% effective 09/22/24.

HOLIDAYS:  All employees in the bargaining unit will be entitled to the holiday Juneteenth (June 19th) and the holiday Caesar Chavez Day (March 31st).  Caesar Chavez Day (March 31st) is being added in exchange for elimination of Lincoln’s Birthday (February 12th).  These changes are effective in the calendar year 2025.

ADDITIONAL CHANGES INCLUDE:  Revisions include removing outdated language and adding non-clarifying or non-economic language to several articles. This includes changes to Article 11.2 by removing references to Step 6 and Step EL, changes to Article 15.1 removing references to the transition from semi-monthly to bi-weekly payroll, and changes to Article 18.2 by adding designated person to the list of immediate family members.

If the requested action is not approved, the bargaining unit process will not be complete.
