body

The maximum compensation is being increased by $674,751. The cost will be funded by the MHSSA grant. The payment provisions will be as follows: Grant Year 3 $745,989, Grant Year 4 $754,811, Grant Year 5 $155,246, Grant Year 6 $147,315, Grant Year 7 $74,241. There is no impact to the general fund.
Background Information:
On September 15, 2020, the board approved the Mental Health Student Service Act (MHSSA) grant (Misc. Agreement 2020-261) and an Amendment #1 (Misc. Agree. #2021-162) on July 13, 2021. The collaboration agreement between the Tehama County Health Services Agency (TCHSA) and the Tehama County Department of Education was approved by the Board on January 26, 2021. TCHSA returned to the Board of Supervisors on December 13, 2022, for an Amendment #2 (Misc. Agree. #2022-373) that extended the MHSSA grant term until December 31, 2026, and increased the grant amount to $3,174,751. The amendment also modified payment provisions in Grant Years 3 and 4 and established provisions for additional Grant Years 5, 6 and 7.
This Amendment #1 to the collaboration agreement with the Tehama County Department of Education is aligning the grant dollars with the terms of the MHSSA grant as follows:
• It increases the compensation to match the total grant amount of $3,174,751, which was updated in Amendment #2 with MHSSA (Misc. Agree. #2022-373).
• It and extends the term of the collaboration agreement to match the grant term that was extended until December 31, 2026, which was updated in Amendment #2 with MHSSA (Misc. Agree. #2022-373).
• It updates the Scope of Work attached as Exhibit B to reflect the above mentioned changes, including the modifications to the amounts of each Grant Year. The grant distribution amounts are as follows:
o Year 1: $668,267, Year 2: $628,882, Year 3: $745,989, Year 4: $754,811, Year 5: $155,246, Year 6: $147,315, Year 7: $74,241
The purpose of the grant is to enhance an existing county partnership with school-based programs, to expand access to mental health services for children and youth, including campus-based mental health services, and to facilitate linkage and access to ongoing and sustained services. The California Legislature passed and the Governor signed the 2019 Budget Bill, Senate Bill 75, which included the Mental Health Student Services Act (MHSSA) to establish mental health partnerships between County Mental Health or Behavioral Health Departments and educational entities. Tehama County Department of Education has agreed to be the lead agency for this project, but the application requires local mental health to partner and be the fiscal intermediary for the funds.
