Financial Impact:

The project was funded in part through an American Rescue Plan Act (ARPA) and the District's reserve funds. These reserve funds are designated for infrastructure repairs, maintenance, and capital improvement projects and were appropriately utilized to complete this project.

 

 

Background Information:

Tehama County utilized its Job Order Contract (JOC) program on behalf of the Mineral Sanitation District to complete a sewer rehabilitation project within the District's collection system. Outback Construction Inc. served as the prime contractor and The Trenchless Company served as the specialty subcontractor for the rehabilitation work. Construction activities commenced on September 22, 2025, and were substantially completed on September 26, 2025. The scope of work included cured-in-place pipe (CIPP) lining, localized spot repairs, and manhole rehabilitation at various locations throughout the collection system. On December 23, 2025, following a period of elevated flows to the wastewater treatment plant, District Plant Operator Speero Tannous conducted an inflow and infiltration (I&I) investigation to identify potential sources of groundwater infiltration into the collection system. The investigation determined that ten (10) of the fifteen (15) rehabilitated manholes exhibited failures of the epoxy liner system, allowing groundwater infiltration through the rehabilitated structures. The County subsequently notified the prime contractor of the observed deficiencies and initiated the repair process in accordance with the contract requirements. Following a reduction in seasonal groundwater flows, District staff conducted a comprehensive CCTV inspection of all locations where CIPP lining, and spot repairs had been installed. The inspection determined that all CIPP-lined segments and spot repair locations were performing as intended and exhibited no defects, failures, or signs of infiltration. Due to weather-related constraints and discussions regarding the appropriate repair methodology, corrective work was scheduled and performed beginning March 2, 2026. Representatives from Outback Construction, Inc., The Trenchless Company, Avanti International, Sherwin-Williams, and County staff were present during the repair activities. The repair consisted of the following corrective measures:

                     Installation of pressurized curtain grout to encapsulate the affected manhole structures and eliminate groundwater infiltration;

                     Removal of loose and delaminated epoxy coating through abrasive blasting;

                     Surface preparation to remove the slick outer layer of the existing epoxy coating and promote proper adhesion of the replacement coating system;

                     Reapplication of the epoxy liner system; and

                     Scheduled follow-up inspections for one week and ninety days following completion of repairs.

Repair activities were completed on March 11, 2026. A one-week follow-up inspection was conducted on March 16, 2026, and no defects, infiltration, coating failures, or other deficiencies were observed. A subsequent ninety-day inspection was conducted on June 1, 2026, and confirmed that all repaired manholes remained in satisfactory condition with no evidence of defects or infiltration. Based upon the successful completion of the repairs and satisfactory results of the follow-up inspections, Engineering and District staff recommend acceptance of the project effective June 1, 2026. Acceptance of the work on this date will be established June 1, 2026, as the commencement date of the one-year warranty period for both the prime contractor and subcontractor.
