Financial Impact:
The financial impact is $155,035.90.
The Construction (CON) phase of this project is funded by a combination of Federal and State funds comprised of STIP and HBP. This project contract is budgeted in Road Fund - Professional and Special Services #3011-53230. There is no impact on the General Fund. The Board awarded the contract for the Evergreen Road Bridge Replacement Project, Federal Project No. BRLOZB 5908(025), County Project No 316581 to JF Shea Inc. as the low responsive bidder in the amount of $13,958,457 on December 13, 2022 (Road Agreement #2022-23). A 10% contingency, in the amount of $1,395,845.70 was budgeted to the construction contract to address Contract Change Orders and is reimbursable through the project funding.
Approval of these Change Orders would leave a remaining contingency budget of $889,173.04.
Background Information:
These changes are necessary to address various unforeseen field conditions and other contract changes that are beneficial to the project.
Change Order No. 16 Supplement No. 1 is necessary to redirect irrigation tailwater from an adjacent property. A private irrigation dike on a property adjacent to the project failed, allowing several acres of irrigated pasture to drain into the project. This change conveys the water through the project to prevent damage to the project in case the dike fails during future irrigation cycles. The changes will be paid as a combination of Extra Work at Force Account and Agreed Price.
Change Order No. 19 accelerated the replacement of the existing A.C.I.D. canal bridge by performing the work in one stage rather than two stages as originally planned. Replacement of the A.C.I.D. canal bridge was restricted to the timeframe between November 1st and April 1st of each year to avoid the irrigation season. Inclement weather delayed the start of the work, and continued inclement weather threatened to push the completion of the replacement beyond the allowed work window and potentially put the project completion date at risk. Replacement of the bridge in a single stage allowed the project schedule to be maintained and reduced the inconvenience to the traveling public. The changes will be paid as a combination of Item Work increases and decreases and Agreed Price.
Change Order No. 24 provides for additional steps to be taken to cool the concrete and mitigate cracks following the placement of the Evergreen Road bridge stem and soffit concrete. The concrete was placed on July 19 and 20, 2024. The high temperatures during and after the placement reached 108 degrees Fahrenheit. These additional efforts lessened the risk of thermal cracking in the concrete while it cured, and reduced the subsequent repairs that may have been required. The changes will be paid as an Extra Work at Force Account.
