No provider selection or financial commitment is proposed through this item. Any proposed scope of services, cost estimate, agreement, or implementation action will return to the Commission for consideration and approval before a commitment is made.
Background Information:
The Commission previously authorized staff to continue to explore the administrative, financial, and operational work necessary to separate TCTC/RTPA employees from the County employment structure. This work includes evaluating how payroll, employee onboarding, personnel records, timekeeping, leave administration, human resources compliance, CalPERS coordination, recruitment support, and general HR advisory services would be provided under an independent agency structure.
Staff are separately evaluating employee benefits and insurance coverage through the Special District Risk Management Authority. Because SDRMA does not provide all the day-to-day payroll and human resources functions currently administered throughout the County, the Commission is exploring and evaluating companion HR and payroll service providers.
As part of that evaluation, staff met with Joshua Littlefield of BBSI’s Redding office. BBSI provides a range of payroll, human resources, workforce management, workers’ compensation, risk and safety, employee-benefit, and related support services. Today’s presentation will provide the Commission with an overview of the company, its service model, available services, and how those services could potentially be structured to support the Commission’s operational needs.
BBSI is a professional employer organization that provides a core package of payroll administration, human resources consulting, risk and safety services, business and operational consulting, and an integrated payroll and human resources information system. BBSI also offers optional workers’ compensation coverage and claims administration, employee health benefits, talent acquisition, retirement-plan administration, timekeeping, performance management, applicant tracking, and employee-training systems.
Core services:
• Payroll processing and administration, payroll-tax filings, W-2/1099 administration, deductions, reporting, and labor-cost analysis.
• Human resources consulting, including personnel policies, handbooks, onboarding, employee relations, classification and compliance guidance, accommodations, training, conflict resolution, and termination support.
• Risk and safety services, including workplace assessments, compliance audits, safety training, hazard analysis, and safety-program development.
• Business and operational consulting, including strategic planning, procedures, performance measures, leadership support, and organizational development.
• The myBBSI HRIS platform, including electronic onboarding, time-off administration, employee records, payroll reporting, dashboards, and document storage.
Optional services:
• Workers’ compensation coverage, claims administration, return-to-work coordination, loss-control services, and injury prevention.
• Medical, dental, and vision benefits, enrollment administration, and benefits-compliance support.
• Talent acquisition, recruiting, candidate screening, placement, and onboarding assistance.
• 401(k) retirement-plan administration.
• Additional HRIS modules for timekeeping, performance management, applicant tracking, and employee training.
Today’s presentation will provide the Commission with an overview of these services and explain which services may be available and appropriate for TCTC under an independent public-agency structure. The presentation will also allow the Commission to better understand how BBSI’s service model could interact with SDRMA coverage, CalPERS participation, Commission personnel policies, and other transition arrangements. This presentation is informational and does not constitute selection of BBSI or authorization to enter into an agreement.
