Financial Impact:

The Budget Unit is 40131. The Department will be obligating the HHAP-1 and HHAP-2 funding awards to The Vitality Project, the Lead Department for CA-527 Tehama County Continuum of Care, in the amount of $115,139. There is no impact to the General Fund.

 

Background Information:

On April 29, 2025, the Board of Supervisors approved the Misc. Agreement 2025-099 for the purpose consolidating the Homeless Housing, Assistance and Prevention (HHAP) rounds 1 (HHAP-1) and 2 (HHAP-2) and redirecting funds to the Tehama Continuum of Care (CoC), with The Vitality Project being the Administrative Oversight. HHAP funds can be used to support a variety of services vital to addressing homelessness, including rental assistance, development and improvements to navigation centers, and emergency shelters, street outreach, system support and regional coordination, and prevention and diversion, among others.

 

As of March 31, 2026, a total of $59,286.34 had been expended through the Standard Agreement 21-HHAP-00095 (Misc. Agreement #2021-193), leaving $84,395.66 unexpended as of that date. To ensure that all HHAP funds allocated for use within Tehama County are used to support services conducted in Tehama County, we are redirecting any additional HHAP-2 funds that the County does not anticipate spending to Tehama CoC. Tehama CoC will utilize all redirected funds to support expenditures incurred within the HHAP-2 performance period. Accomplishing this will require that Tehama CoC re-allocate expenses originally allocated to later rounds of HHAP in Tehama CoC’s accounting system, freeing those funds from later rounds of HHAP for future use while protecting HHAP-2 funds awarded to the County from reverting to the State of California. It is anticipated that this will be accomplished entirely through re-allocation of expenditures originally supported by funds budgeted to the “Systems Support” Eligible Use in Rounds 1-5 of the HHAP programs.
