1) Request to adopt the finding that Mavron, Inc. is the vehicle manufacturer’s approved supplier to complete the conversion of the Division’s transit van with animal transport cages and HVAC system modifications and deliver to the County within the timeframe required, and place this vehicle in service as a much-needed addition to the Animal Services fleet
2) Request to find it in the best interest of the County to waive the formal bid process for the conversion and upfit of one 2026 Dodge 2500 Cargo Van High Roof
c) Request authorization for the Purchasing Department to issue a purchase order to Mavron, Inc for one Animal Transport Van Conversion in the amount of $55,738.82

Background Information:
On May 27, 2025, the Division of Animal Services was selected by the Community Foundation of the North State to receive a grant from the McConnell fund. The grant award was used to purchase a large cargo van to be converted to an animal transport vehicle capable of transporting 10 or more dogs at a time, with the designated heating and cooling to allow transport during more extreme temperatures. The grant agreement was approved by the Tehama County Board of Supervisors on June 24, 2025.
On September 20, 2025, the Board of Supervisors approved the purchase of one Dodge Promaster transit van for upfitting. Conversion to an animal transport van is a specialized process, and Mavron, Inc. is the sole supplier who could feasibly provide and install the conversion specified in the grant agreement. Funding for the van purchase was provided by the McConnell fund, and the conversion is being funded by donations previously received by the Division.
