Financial Impact:
The requested action results in an annual increase to the Public Authority (5101) budget of approximately $94,958. The Department budgeted for this increase in the FY 2025/26 Adopted Budget. There is no impact on the General Fund. Public Authority is fully funded by a state allocation, which earns a federal share. There is no County share, as long as costs remain within the state allocation.
Background Information:
The Community Action Agency recently experienced staffing changes with a new Program Manager and a vacancy for one (1.00 FTE) Community Services Supervisor. The Department conducted an analysis of the vacant Community Services Supervisor duties and determined the primary need for this role was supervising the IHSS Public Authority program and staff. To better fit the duties, responsibilities, and needs of the Department, the Department requests approval of the new classification of Public Authority Supervisor.
As part of the FY 2025/26 Adopted Budget, the Department deleted one (1.00 FTE) vacant Community Services Supervisor allocation from the Community Action Agency (5062) Position Allocation List (PAL). Should the classification specification be approved, the Department requests to add one (1.00 FTE) Public Authority Supervisor allocation to the IHSS Public Authority (5101) PAL.
The Public Authority Supervisor position is closely aligned with the Community Services Supervisor. Therefore, it is recommended the salary for the Public Authority Supervisor to be aligned with the Community Services Supervisor at Joint Council Salary Range 33.
This is an unrepresented classification. The terms and conditions of employment and compensation are established by resolution.
