a) AGREEMENT - Request approval and authorization for the Executive Director to sign  Amendment No. 2 to the agreement with Tehama County Department of Education (Misc. Agreement 2021-14) as amended by Amendment No. 1 (Misc. Agree. 2024-295) for the purpose of Mental Health Student Service Act of 2019 grant collaboration administered through the County, with a maximum compensation not to exceed $3,174,751, effective 10/1/2020 and shall terminate 12/31/26 (Subject to required insurance documentation)

Financial Impact:

Budget Unit is 40131 for mental health. There is no change to the total amount. All costs will be funded by the MHSSA grant.  The grant distributions are as follows: Year 1: $668,267, Year 2: $628,882, Year 3: $745,989, Year 4: $754,811, Year 5: $155,246, Year 6: $147,315, Year 7: $74,241 with rollover. There is no impact to the general fund.

 

Background Information:

The agreement between Tehama County Health Services Agency (TCHSA) and Tehama County Department of Education for the collaboration on the Mental Health Student Service Act (MHSSA) was approved by the Board on January 26, 2021. Amendment No. 1 (Misc. Agreement #2024-295) was approved on September 17, 2024, to extend the term until 12/31/26. This Amendment No.2 is for the purpose of revising the language in the Compensation section of the agreement to allow rollover funds for use in any future year allocations. Due to implementation and hiring delays, this new language permits prior year funds to be spent as long as overall maximum compensation is not exceeded. There is no change to the term or the maximum compensation amount.

 

The purpose of the grant is to enhance an existing county partnership with school-based programs, to expand access to mental health services for children and youth, including campus-based mental health services, and to facilitate linkage and access to ongoing and sustained services. The California Legislature passed and the Governor signed the 2019 Budget Bill, Senate Bill 75, which included MHSSA to establish mental health partnerships between County Mental Health and educational entities. Tehama County Department of Education agreed to be the lead agency for this project, but the application required local mental health to partner and be the fiscal intermediary for the funds.
