a) Request approval to authorize payment of accrued vacation hours exceeding the 240 maximum accrual limits in accordance with Article 21.6 of the Memorandum of Understanding between Tehama County and the Tehama County Deputy Sheriff's Association for eleven (11) Tehama County Sheriff's Office employees in various budget units, or to temporarily exceed the vacation limit, or a combination of both effective the pay period immediately following Board of Supervisor approval

Financial Impact:
The requested action can be accomplished with existing appropriations approved by the Board for Fiscal Year 2024-25.
Background Information:
The Tehama County Deputy Sheriff's (DSA) Memorandum of Understanding, per Article 21.6 states: A maximum of two hundred forty (240) hours of vacation allowance may be accumulated as of December 31 each year. The Auditor, annually, will review each employee’s vacation record; and should an employee’s accumulation of vacation exceed 240 hours on December 31 of any year, no vacation will be earned or be credited until the accrual is less than 240 hours. If as a result of County necessity an employee is unable to take a scheduled vacation which results in the employee exceeding the December 31 maximum accrual limit, the employee’s Department Head shall inform the Board in writing. The Board at its discretion may allow the employee to temporally exceed the limit, authorize payment of vacation hours to the employee for the hours in excess of 240 hours, or a combination of the two.
The overage of hours is due to being short staffed, in which employees are forced to work more hours and unable to take enough time off. The combination of not being able to take time off and continuing to accrue vacation time while working, has caused the following employees to accrue an excessive amount of vacation hours: Deputy Sheriff Employee #4497, Correctional Sergeant Employee #3469, Deputy Sheriff Employee #4937, Sergeant Employee #3250, Deputy Sheriff Employee #2575, Sergeant Employee #3934, Communications Dispatcher Employee #4877, Deputy Sheriff Employee #4395, Administrative Secretary Employee #3180, Correctional Deputy Employee #3752, and Day Reporting Center Employee #3582.
Should the employees request payment of accrued vacation, the funds currently exist.
