Background Information:

Tehama County has offered a Section 457(b) Deferred Compensation Plan to eligible employees since 1980. Administration of the plan has historically been overseen by a Deferred Compensation Committee authorized by the Board of Supervisors.

 

The proposed ordinance updates this administrative structure by dissolving the committee and designating the Treasurer/Tax Collector as the County’s Deferred Compensation Plan Administrator. This change is intended to streamline day-to-day administration, improve efficiency, and clearly assign responsibility for operational matters.

 

The ordinance preserves the Board of Supervisors’ authority over all fundamental policy decisions, including plan adoption, eligibility and contribution structure, selection of vendors or service providers, contract approval, and overall oversight. The Treasurer/Tax Collector will report to the Board as requested and present any reserved matters for Board direction. The ordinance codifies this delegation in the County Code, effective July 1, 2026.
