Background Information:

In 2003, the County of Tehama entered into a memorandum of understanding with the Public Risk Innovation, Solutions, and Management (PRISM) Health Program.  The program was formed for the purpose of providing members with cost-effective health insurance coverage for eligible employees, their dependents, and retirees.  Each member of the program maintains its own benefit coverage programs, while participating in a pooled premium cost sharing arrangement. 

 

Included as part of the program is a third-party administrator (TPA) to manage the day-to-day administration of the benefit program, such as enrollment, tracking, eligibility, COBRA, billing, etc.  Because BCC handles the entire employee benefits lifecycle, their platform contains a vast amount of highly sensitive and confidential data.  The attached agreement is required by law, and outlines BCC’s compliance with specific HIPPA requirements including associated privacy, security, enforcement and breach notification rules, as well as permitted use and disclosure of confidential data.  In addition, this agreement ensures BCC implements strict physical, administrative, and technical safeguards to keep data secure, as well as outlines liability for data breaches and / or HIPPA violations.
