a) RESOLUTION / AGREEMENT - Request adoption of a Resolution confirming and authorizing the Air Pollution Control Officer to sign the California Air Resources Board Quality Assurance Review of Point Source Emissions Data Grant Agreement #G24-EIDG-31 for the purpose of reviewing and updating data currently stored or being uploaded into the California Emissions Inventory Development and Reporting System (CEIDARS) database in an amount up to $8,583, effective 5/2/25 and terminates 5/1/26

Financial Impact:
This grant agreement provides up to $8,583.00 in funding for implementation of AB 197. No match funding is required.

Background Information:
Assembly Bill 197 mandates that the California Air Resources Board (CARB) make available, and update at least annually on its website, the emissions of greenhouse gases, criteria pollutants, and toxic air contaminants for each facility that reports to the state board and air districts. CARB's criteria pollutant emissions inventory, developed in collaboration with local air pollution control districts, includes information on stationary, area-wide, and mobile sources and is available on an annual basis. Data on toxic air contaminant emissions can be found on CARB's website .

The California Air Pollution Control Officers Association (CAPCOA) collaborated with CARB to offer funding for the tasks required from air districts to meet CARB's obligations under AB 197.

The Tehama County Air Pollution Control District (District) will be required to review, update, and submit to CARB quality-assured criteria and toxic pollutant emissions data for stationary sources of criteria pollutant emissions and toxic air contaminants.
